The constituency Development Fund is established under the CDF Act 2013 with the primary objective of addressing poverty at grass root level by dedicating a minimum of 2.5% of the ordinary government revenue to grassroots development and the reduction of poverty. The fund is managed by the NGCDF Board at the National level and coordinated by the Constituency Development Committee (NGCDFC) at the constituency level.

For NG-CDFC to operate effectively and efficiently, they need qualified staff.

Dagoretti North NG-CDF Committee invites applications from qualified, experienced, dynamic and highly motivated candidates to fill the following position(s) in its office as to achieve its objectives.

NO. 1 ACCOUNT ASSISTANT (1 POST)

Main Tasks and Responsibilities

·         Prepares NG-CDFC payment vouchers.

·         Maintenance of duplicate cash book and other accounting books of records for the PMC Accounts

·         Assisting the Fund Manager in preparing budget for office administration and recurrent expenditures,  monitoring and evaluation allocation.

·         Help the Fund Manager in the preparation of the financial statements

·         Maintaining of a duplicate vote book, cash book and other accounting books of records.

·         Assist in compilation of monthly expenditure returns and bank reconciliation statements for submission to the board.

·         Receives and files financial returns projects returns from Project Management Committees (PMCs).

·         Receives and files financial returns projects returns from Project Management Committees (PMCs).

·         Analyses PMC returns vis-à-vis work plan and budget and advices the Fund Account Manager on subsequent release of funds to PMC

·         Undertakes any other duty as may be assigned by the Fund Account Manager

Requirements for the Appointment;

For appointment to this position, a candidate should have;

·         Minimum Bachelor’s Degree in Accounting or Finance option

·         A minimum of Certified Public Account (CPA) part I or its equivalent is an added advantage

·         At least two years of progressive work experience

·         Computer Knowledge in word processor and spreadsheet.

·         Knowledge of Computerized Accounting.

·         Holds a valid Certificate of good conduct from Kenya Police.

NO. 2 OFFICE SECRETARY (1 POST)

·         Receive and direct visitors.

·         Keeps copies of payment certificates/vouchers for specific projects

·         Maintains records of payment schedules for projects

·         Keeps records of CDFC and PMC minutes

·         Maintains records of correspondences to and from NGCDFC.

·         Undertakes any other duty as may be assigned by the Fund Account Manager.

Requirement for Appointment

For appointment to this position a candidate must have the following:

·         A minimum of diploma in Secretarial Works or Diploma in Relevant Field from recognized institution.

·         A professional Course in Secretarial Work will be an added advantage.

·         Two (2) years working experience as Secretarial Works.

·         Good planning and organizational skills

·         Good problem-solving skills

·         Good communication skills

·         Able to work as part of a team

·         Attention to detail

·         Holds a valid Certificate of good conduct from Kenya Police

NO. 3 OFFICE ASSISTANT (2 POSTS)

Main Tasks and Responsibilities

·         Transport Dagoretti North NG-CDFC and/or packages to and from destinations

·         Arrive at destinations on schedule

·         Is familiar with the legal requirements and ensure that the work complies with the law.

·         Fulfill administrative needs, like office pickups as scheduled for by the Fund Account Manager.

·         Interact with clients professionally at all times

·         Ensure that the NG-CDFC Motor vehicle is always fueled and ready for use

·         Arrange for vehicle repairs as needed

·         Keep mileage records and repair records up-to-date

·         Performs any other duty as may be assigned by the Fund Account Manager

Requirements for Appointment

For appointment to this position, a candidate must have;

·         A minimum of KCSE mean grade of D and above.

·         Holds a valid driving license.

·         Has attended a first Aid Certificate course lasting not less than one (1) week from a recognized institution.

·         Passed practical test for drivers conducted by relevant Ministry /Department

·         Holds a valid Certificate of good conduct from Kenya Police and

NO. 5 CLERK OF WORKS (1 POST)

Main Tasks and Responsibilities

·         Working with the FAM be responsible for the overall coordination, implementation, execution, control and completion of the construction project, including management and delivery of project milestones, and the tracking and reporting of project status (PIS)

·         Carry out a thorough study of the drawings and specifications and check for errors and discrepancies in the drawings and specifications and report to the FAM/Project Manager, before being issued out for procurement purposes.

·         Conducting regular site inspections and checking that building plans are being followed correctly and check that work is being carried out to the correct specifications and legal, safety and environmental standards

·         Review Contract Documents with the Contractor’s superintendent so as to have a complete understanding of the scope of the project.

·         Consider the Contractor’s suggestions and recommendations, evaluate them, discuss them with the Project Manager, NG-CDFC and the PMC and assist the stakeholders when applicable in making a final decision

·         Ensure that all NGCDFC projects conform and are friendly to Persons with disabilities.

·         Performs any other duty as may be assigned by the Fund Account Manager

Requirement for Appointment

For the appointment candidate must have the following;

·         Degree or Diploma in civil engineering (building and construction) or equivalent from recognized training institute.

·         Must be a registered member of a Professional Body. (IQSK, AAK or EBK)

·         Two years’ progressive work experience will be an added advantage

·         Good analytical, communication and interpersonal skills

·         Ability to write reports on the progress of works, development of BOQ’s.

·         An understanding of building industry, including knowledge of materials, trades, methods and legal requirements.

·         Knowledge in accurate record keeping
